GENERAL NEIGHBORHOOD BUSINESS 

Chuck has talked with Garret Schafer on the drain commission on Dec 11th 2023. They’re surveying where the easements are in the neighborhood as well as the channel and identifying problematic areas. Chuck will be calling him next week to check on the status of the maintenance of the drain.

 

Chuck had talked with Drew Benson about possibly developing the area in the small park, but it wouldn’t be feasible due to the costs of the surveying and the rerouting of the drain. The board has discussed possibly putting in a small community garden in spring 2024. More to follow.   

 

Residents of Highgate on the Green are welcome to use the common areas that are available to them for private events such as BBQs, family get-togethers, small parties, etc. Please make sure to check with the board for availability.

MAINTENANCE

​

Lawn mowing quotes will be followed up with in the spring. The quotes the board is getting will be based on the staked out commons area. 

​

The Board is keeping fundraising ideas in mind for a new play structure in the future, but for the time being, the board is looking to maintain the structure by looking at what needs to be completed at the moment. The board is also looking at some financially friendly options for a new structure that will fit the budget. More to follow. 

​

Snow plowing for the community is looking to cost the same as last year, with the normal snowfall at $60 per push and with heavy snowfall at $70 per push.

17 homes had paid the annual dues prior to 2024. As of today, 27 homes still owe the annual dues.

The Loon Lake Elementary School walkers do use the walkway to the school, but during the winter, they walk on the street due to the snowy and muddy path. 

 

The Resident teenager worker brigade has helped 3 families so far. The board will be working on possibly sending out a flyer to the rest of the residents. 

 

The community has new residents at 1956 Roxbury Run. They are Jordan Spiller and David “Gino” Liao. All of us here in Highgate on the Green welcomes you! 

 

 

The next City Council Meetings will be: February 13th at 7 pm, and February 27th at 7 pm.

Wixom 2022 Recycling Statistics

  • Recycled 700 tons of materials 

  • The City of Wixom is at 44.9% rate of recycling 

  • Cost is only $32.68 to recycle per household

 

The Board is working on a spreadsheet of the resident Teenagers being available to possibly help the seniors of the community as well as any other residents that may need some assistance with either maintenance, social company, etc. If you know of anyone that would be able to help, or anyone that needs assistance, please let the board know and we will get you the information as soon as possible.

Chuck is looking into something that can coat the stairs on the playground to help keep the playground safe. More to follow.

The board is getting quotes from other lawn maintenance companies and while we do have someone in mind for next year’s work, we are still negotiating with Temple for lawn maintenance for this year.       

 

The board will be following up in spring 2024. 

The board is looking to patch and sealcoat the pathways in the park in 2024. A tentative budget of $700 is proposed for the project. More to follow. 

​

The Board will be conducting an evaluation in spring of 2024 to see if any trees in the community need trimming or removal. More to follow. 

​

Regarding the railroad safety concerns in the community, the City Manager, Steve Brown, has been in touch with the railroad and they’re working on sharing the information on what cargo is being transported through the city. Nothing further regarding the Railroad at this time.

MAINTENANCE

​

Fox Hollow Court will be needing landscaping timbers, mulch, etc. to make the circle more presentable than its current state. The board will be working on a budget for both the Roxbury Run and Fox Hollow Court improvements as well as a flyer sent to the residents of Fox Hollow Court about maintaining their circle. 

​

The board is planning on getting some more playground mulch for this year. The cost of the mulch would be $36 per yard, along with $60 for delivery of the mulch. The board is asking the community to help spread the mulch however and whenever they can once the mulch arrives. 

Chuck will be looking into something that can coat the stairs on the playground to help keep the playground safe. More to follow.

Chuck has advised Temple about the residents of both Roxbury Run and Fox Hollow Court maintaining the center circles. The spring cleanup for this year was completed by Temple. 

​

The cost per mowing for 2023 is $203, with 26 mowings scheduled. 

The board is researching other lawn maintenance companies for future lawn care. More to follow.

The Traffic Safety Committee Meeting was held on April 5th, 2023. Radar sign data for Loon Lake Road was reviewed. For 7 weeks (Feb 13th – April 3rd) there were ~45,000 vehicles ( ~925/day) that went through Loon Lake Rd during this time. 98% of vehicles were going 40 mph or less, while 2% were 41-45 mph. Since the first monitor had produced excellent results, another traffic monitor will be posted on Loon Lake Rd for monitoring westbound traffic.

GENERAL NEIGHBORHOOD BUSINESS 

There will be a volunteering effort this Sunday, March 26th at noon in the big park to help clean up the neighborhood from the winter storm. Any and ALL volunteers welcome! 

 

The dates for the All community Spring Cleanup are: April 29th at noon or a rain date of May 6th at noon. The board is looking for members of the community to come and help with the Spring Cleanup. Refreshments and adult beverages would be provided.

 

The Board is looking into seeing about the resident Teenagers being available to possibly help the seniors of the community as well as any other residents that may need some assistance with either maintenance, social company, etc. The intent is to explore ways that the small park could provide additional resources for the community. More to follow. 

 

The board is considering building a couple of horseshoe pits in the small park for the residents to enjoy. More to follow

MAINTENANCE

​

The snow removal at the time of this meeting amounted to $200, with two heavy plowings (both $70 a piece) and one plowing at the usual price of $60. This is the same price as the 2021 season. 

​

Chuck is looking to let Temple know about having the residents of both Roxbury Run and Fox Hollow Court maintain the center circles. The board is also looking to eliminate the Spring Clean up that is usually done by Temple to help save the community $550.00 this season.

​

The cost per mowing for 2023 is $205, with the board looking to schedule 26 mowings. 

The board is getting quotes from other lawn maintenance companies and negotiating with Temple for lawn maintenance. More to follow.

As of this meeting, 12 out of 73 residents have not paid their Association dues. 

 

The 2022 Financial audit has been completed with all aspects in order and properly presented.

The initial dues notice went out in January of 2023, with a due date of March 1st, 2023. Dues Reminders went out on March 8th, 2023, and the late dues need to be turned in by April 3rd, 2023.

Chuck attended the February 28th council meting and asked about the railroad that goes through the City of Wixom. The City Manager, Steve Brown, has been in touch with the railroad and there’s a meeting scheduled with Railroad representatives to learn more about what cargo is being transported through the city.  

 

The next City Council Meeting will be: March 28th 2023 at 7 pm.

2021 Audit and Participants:

            Ryan Smith will coordinate the audit timing with Mike Iler, Jane Taylor and Suzy Boulton.

 

Timing for initial and follow up annual dues notices:

            Initial notice reflecting the new $200 amount due March 1, 2023 will go out by Dec 1, 2022.

            Reminder notice to go out by Feb 1, 2023.

Halloween Cornhole contest had 8 teams.

It was a lot of fun and we hope to have even more teams next year.

 

Current Projects – Chuck Pelto:

Information flyer to go out to all residents prior to Dec 1, 2022.  

            Flyer to advise residents of results of the vote to raise annual dues from $150 to $200 to be distributed prior to mailing of dues notice.

            Also to advise that the proposed increase passed with 50 “Yes” and 5 “No” votes (75% participation).

            When paying dues residents will be requested to include their name, address, email, land line phone number, cell phone number and indicate whether or not they wish to have their complete information included in a general Resident Directory.  If yes, residents’ complete data will be maintained electronically by the Board and in the general directory.  If no, residents should indicate on their response sheet that they do not want their private information published and then the general directory will only include their name and address.  

Residents will also be asked to indicate if they would like a hard copy of the general directory.

            Flyer to include general information phone numbers, e.g. Poison Control, Fire, non-emergency Police, City offices, DTE, Consumers, HOA President, etc.

            Advise residents that our Highgate on the Green website is up and running.

 

Park Maintenance – Chuck Pelto and Ryan Butsavich:

            Tree removal in commons areas completed for 2022.

            Fox Hollow Circle plantings and maintenance to be coordinated by Fox Hollow residents in conjunction with the Board..

            Develop a more definitive set of performance expectations and potential revisions to expectations.  Better identify the areas for mowing.  Discontinue mowing of Fox Hollow and Roxbury Run circles.  (This will be maintained by the residents in the respective circles.)  Drop Spring Clean Up (to be performed by volunteer residents).  Make Spring Clean Up a work and social event.  

            Discussed the abbreviated mowing and frequency.

            Consider going out for quotes for the 2023 mowing season.

 

Directory Update – Ryan Butsavich:

            Update is complete.

            No distribution until responses are received regarding inclusion/exclusion of information in general directory.

            Printing source is potentially MEGA Printing again.

 

Entry Sign Update – Kelly Maczuga:

            Both locations look excellent.  Thank you, Kelly.

            Painting, plantings and decorations for Spring to be decided in the Spring.  Ashley has volunteered to do this painting.

 

Projects Requiring Planning – Chuck Pelto:

            Development of a common interpretation of the Restrictions/Covenants and By-Laws is not a pressing matter and will be discussed more after the first of the year.

 

Pending Projects – Chuck Pelto:

            Tree trimming is both an “as needed” and project issue.  Overall review is planned for Fall 2024.

            Pathway repair and sealcoating to be reviewed in Spring 2023.  Need to determine extent of repair needed due to tree root damage.

General Neighborhood Business

The Halloween cornhole event so far has 6 teams and 2 teams pending. The kids Halloween movie will be later the same day. 

 

The Board is working on updating the By-Laws and Covenants by creating a Common Interpretation Document, that would include an index of key topics with a cross reference to the applicable article and section of the bylaws and/or covenants. 

 

The Board is looking into developing a reference of services that are offered by residents or those providers that a resident has had a good experience with and making it available to residents. More to follow. 

 

The Board is also looking into developing a resource of assistance that could be utilized by our senior residents for things such as grass cutting, snow plowing/shoveling, garage cleaning, yard work, etc. as well as looking for a way we can put our senior residents in touch with a neighbor for some occasional help and to foster more socialization and active participation. More to follow. 

 

The Board is looking to reach out to more residents within the community and has suggested possibly quarterly social gatherings to promote community involvement and participation.

Maintenance 

​

The Community is currently at 22 out of 26 prepaid mowings with Dean Temple. It is probable that the mowings will be going into November and possibly be coordinated with the prepaid fall cleanup. It’s mostly the temperature and rainfall that determines the mowings. Lat year, we did end up incurring an extra mowing on top of the 26 we had already prepaid. Since this year has been dry, there is no anticipation for any additional mowings. The Board is going to talk with Dean Temple to see about possibly rolling over the unused mowings towards the fall cleanup. 

​

The basketball court hoop backboard will be painted in the spring of 2023. 

​

The Board is also looking to touch up the entry signs with paint in the spring of 2023. Volunteers, plans, timing and cost guestimates will be discussed. The Board is also looking into possibly having residents volunteer to “adopt” an entry sign to maintain or upgrade. We would be providing a budget for the resident to follow for plantings and such. 

​

The maple tree in the commons area and the 2 pines in the Fox Hollow circle are scheduled for removal on 10/25. The removal of the shrubbery is yet to be determined. Riccardo Barreira has volunteered to remove the remaining shrubbery. 

 

The Fox Hollow circle improvements will be coordinated by one of the residents, Annie Stokes, and she will also coordinate additional resident involvement towards the effort. 

 

The Roxbury Run circle is currently working around some residents’ schedules to add an additional level of landscape 4x4 and add mulch.

​

Budget

​

The annual dues increase vote totals have been received. The Board has received 50 ‘YES’ votes and 5 ‘NO’ votes. This represents 75% of our households voting. This increase to $200 per year ill go into effect January of 2023. Thank you to all who have cast their vote. Your HOA will continue to be resourceful and responsible in managing our budget. 

​

The Board is looking to change the dues date to March 1st to better coordinate our revenue timing with predictable expenses. The dues notice will be out in the community by January 15th. More to follow.

Financials

Account Balance update: $16, 338.21 

 

Ryan Smith is looking to make emails for the auditors to complete the 2021 Financial Audit. The date of completion is to be determined. 

 

The 2022 audit is currently being planned over the next couple of months.

The Schuldice Residence (next to the Schemanske’s) had a big limb break off of the tree and the tree was found to be in bad shape. Chuck looked into getting said tree removed and it would cost the board $750 for the removal and the stump grinding. 

 

The Board is looking to reach out to more residents within the community and has suggested possibly quarterly social gatherings to promote community involvement and participation.

Maintenance 

​

The board will be deferring tree trimming/removal until Fall 2023. As before, resident participation will be an option and a flyer will be sent out beforehand. 

​

Annie Stokes, a resident of Fox Hollow court, has approached the board with a proposal for updating their circle. She has proposed removing the two pines and shrubs at the Association’s expense. The residents of Fox Hollow Court would then assume responsibility for any replacement plantings. 

​

The two pines are in poor condition and we’ve been quoted $400 for removal and stump grinding. The Board has also approved the removal of said trees and shrubs. 

​

To help keep costs within budget, the board is looking for residents to volunteer to help complete the spring and fall cleanups within our community.  More to follow. 

​

Budget

​

A ballot will be going out via US Post no later than Oct. 3rd and ballots will be turned in no later than Oct. 14th. Chuck will have a ballot box available for returned ballots.

General Neighborhood Business

Chuck had spoken with the Wixom DPW Director, Tim Sikma, about getting a copy of the of the lot lines overlaid on a satellite view of the homes, which came from the county. Three Board members have a copy of the lot lines: Chuck Pelto, Ryan Butsavich, and Ashley Joppich if residents wish to view.   

 

 The next City Council meetings will be: September 13th and September 27th.     

 

Officer Hess let the community know what was going on regarding the crime rate as well as traffic incidents. Loon Lake Elementary has also been affected by scrappers during the construction, which is why the projects are not yet completed. 

 

Mayor Beagle: 

  • There have been concerns about speeding along Loon Lake Rd, especially since the elementary school and preschool is nearby. There is a traffic officer that keeps an eye on the school zone for speeders. For  2022, there were a total of 484 tickets issued and it averaged out to 1 warning per 16 tickets issued by the Traffic Enforcement officer. 

  • Wixom road is a current issue that is being addressed due to increased development, but it is also a county road, so the attention has been brought to the Oakland County Road Commission and they have been talking about expanding the north and south sections to get traffic off of Wixom Road.

  • Loon Lake Road is looking to get resurfaced as well. More to follow. 

  • The office building complex on Wixom Road where the Ford assembly plant used to be, will house a logistics company for an automotive company, a medical supply company from Livonia, and a Wayfair distribution center. This will not affect the current traffic severely. 

  • The occupancy rate for Wixom is currently 99% for businesses. More buildings are being built and more land is currently in development to meet the need.  

  • The city will also be constructing new signs to direct people from the Airline trail into downtown Wixom. 

  • The city is also looking for funding for the overpass over the railroad on Beck Road, as well as putting together other funding sources.

  • Regarding the incident with Tribar, there are other companies that are a part of IPP and Tribar was supposed to have followed those IPP regulations to prevent the chemical spill into the waterways. Tribar is being extremely cooperative and is also actively working to change their process and once that is complete, then they will roll it out to the other companies that also follow IPP. 

  • The city does have 2 wells and a water storage facility and they test the wells and storage regularly as backup to current source. 

 

City Manager: Steve Brown:

  • GFL hasn’t been on the ball as of late, but they are working hard on improving and making it a better experience for residents overall. 

  • The reason for the switch from Waste Management to GFL was due to a cheaper overall cost and Waste Management was not being competitive in their rates for the city. 

  • There are similar complaints with GFL that the city has had with Waste Management, but GFL is working hard to get them resolved as quickly as possible. 

  • GFL has had problems with staffing and equipment, but they are looking to get them resolved in the near future. 

​

Maintenance 

​

The board is getting quotes from other lawn maintenance companies and while we do have someone in mind for next year’s work, we are still negotiating with Temple for lawn maintenance for this year. The board will be following up in spring 2024. 

​

The board is looking to patch and sealcoat the pathways in the park in 2023-2024 since they were last done in 2019. The board has a couple of quotes:

​

-Clifford Seal Coating for $1200 for cracks and resurfacing

​

-Metro Seal Coating for $2000 for cracks and resurfacing and an additional $2600 for cutting out the tree roots in the pathways. 

​

Jim Schemanske will be looking into this matter for the best deal for the community. 

​

The Board will be conducting an evaluation in spring of 2024 to see if any trees in the community need trimming or removal. More to follow. 

​

Budget

​

Forecasted expenditures for 2023: $2,467.61 

 

The board is projecting a year end balance of: $12,955.89.

 

The board is looking to have a possible gain in finances for 2024. 

 

The 2023 audit is looking to be completed either in January or February 2024. The boiard does have 2 out of the 3 recommended volunteers. The volunteers are: Susy Boulton and Bryan Collins.

The board discussed the potential dues increase for the coming year. The current dues amount is still $150.00. The budget forecasted increase would be to $200 per year, per household. This new amount would leave the community with a surplus of $2000 per year for any incidentals or such.

The Board is also looking to update the bylaws and the covenants as well for the community. Since a redraft by an attorney will be pricey, an index of key topics with cross references to the bylaws and covenants are of interest. The board is also looking into adding info regarding electronic communications, renting procedures, etc. More details to follow. 

 

Chuck had spoken with the Wixom DPW Director, Tim Sikma, about getting a copy of the of the lot lines overlaid on a satellite view of the homes, which came from the county. The board has gone ahead and used the map to do a layout and marked the ‘approximate’ main points of the commons area. The Board has a copy if residents wish to view.   

 

 The next City Council meetings will be August 23rd, September 13th and September 27th.     

 

Megan Hardy will be making a list of proposed family events for 2022. Events being considered: A interactive book walk throughout the neighborhood, Family Halloween movie night, fall cornhole tournament. More to follow.

Maintenance 

​

We are currently waiting for a date in 2022 regarding the basketball court re-coating. Goddard coatings will be holding the check for us until the re-coating is scheduled. We do have the funds set aside for the project and we will follow up with the community once we have the dates for it to be completed. Repainting the backboard will be done by a resident team.

​

We may do another tree trimming/removal in the spring. We will prioritize it to residents incase they wish to request quotes as well.  

​

There has been some interest on regards to staking out property lines surrounding the playground. Chuck will be checking out surveyors to Platt out the commons area.  

The residents of Roxbury Run are looking to have the center mulched for aesthetic purposes. Fox Hollow Court circle update under consideration.

  

Chuck had talked with Dean Temple and had clarified on the Thursday/Friday neighborhood mowings, as well as a better definition of what will be done for the spring/fall cleanups. Dean Temple had agreed on the proposed items and we will be getting him a prepaid check for the discounted prepaid amount of $6080. This is a 6% increase over last year. 

​

Entry sign landscaping is being reviewed for updates; Kelly and Ashley are coordinating the effort.   

​

Budget

Expenditures: $10,093             Revenue: $10,952.04                Reserves: $8925.52

The deposit to Goddard Coatings in the amount of $1375.00 has not been included with the budget due to Goddard Coatings holding the check until we can get a contract. Chuck will call to see about us getting on the schedule.

The Board is continuing to refine the budget and will be sending out the updated spreadsheet once completed.

For the next audit (January 2023), Bryan Collins, Ryan Smith, Bill Wyllie, Justin Graves, and Jane Taylor have volunteered to help. 

 

As of this meeting, the standing balance in the account is $17,080.86. This will change with the dues being received. 

 

The PO box was paid out in January in the amount of $176. The board has also paid $49 for the website and $27.90 for the domain name for 2 years.

The board has also discussed the possibility of increasing the annual dues amount within 3 years. The current dues amount is still $150.00. Budget forecasts and necessary/desired activites will be considered before making any proposal.

Community Reports

​

Updating bylaws and covenants: There was a discussion about updating the by-laws and covenants. The board had discussed using a board meeting to address changes of the by-laws and covenants. A notice would be sent out to all homeowners within the community, notifying them of the date and time for the meeting. 

Curbside pickup for yard waste will resume on April 6th. SPURT is also taking yard waste at their facility at the DPW yard. There is an area by the entrance to drop off the waste. 

The traffic update for the City of Wixom 2021 is as follows (From Ron Moore):

-733 total tickets

-774 total traffic stops.

*UPDATE FROM THE MARCH 22ND 2022 CITY COUNCIL MEETING*

-GFL will be replacing Waste Management as our waste contractor effective July 1st. Contract is for 5 years. 

-GFL will be handling trash, recycling, and yard waste. Bulk item pickup remains unchanged. 

-Collection day will remain on Wednesdays. 

-The City of Wixom will be coordinating the exchange of Waste Management containers for GFL containers. The potential for GFL trash containers is under review. 

-Yard waste pickup is planned to go into early December.

General Neighborhood Business

The directory is in the process of being updated by our Directory update team.  

 

The Board is also looking to update the bylaws and the covenants as well for the community. Chuck will be reaching out to a law firm to get an estimate on the update. More details to follow.   

 

 The next City Council meeting will be on February 22, 2022. Denise and Scott Darga plan to attend.    

 

The board is also looking into a Facebook group page for information on upcoming events, contact information, etc. The board will be looking into this further. 

 

Megan Hardy will be making a list of proposed family events for 2022. Events being considered: reading program for kids, 4th of July bicycle parade, fall cornhole tournament. More to follow. 

 

Updating the HOA website is in progress. Updates to follow.

Maintenance 

​

We are currently waiting for a date in 2022 regarding the basketball court re-coating. Goddard coatings will be holding the check for us until the re-coating is scheduled. We do have the funds set aside for the project and we will follow up with the community once we have the dates for it to be completed. 

​

We may do another tree trimming/removal in the spring. We will prioritize it to residents incase they wish to request quotes as well.  

​

There has been some interest on regards to staking out property lines. The board will let the community know if and when that will happen. 

​

The residents of Roxbury Run are looking to have the center mulched for aesthetic purposes. More to follow.  

​

Regarding the pathways through the community and the big park, they were last seal coated in 2019. The board is looking around 2024 for possible spot repair and/or replace, as well as sealcoating. More details to follow. 

​

Budget

​

As of December 31st, the Association had $16,740.57 in the account, with no outstanding or pending checks. The deposit to Goddard Coatings in the amount of $1375.00 has not been included with the budget due to Goddard Coatings holding the check until we can get a contract. 

​

The Board is continuing to refine the budget and will be sending out the updated spreadsheet once completed.  

​

Financials

​

For the next audit (January 2023), Bryan Collins, Ryan Smith, Bill Wyllie, Justin Graves, and Jane Taylor have volunteered to help. 

 

The board had discussed the projected expenditures for 2022, as well as adjusted the amounts for reserves and other areas of the budget. The board has also discussed the possibility of increasing the annual dues amount within 3 years. The current dues amount is still $150.00. Budget forecasts and necessary/desired activites will be considered before making any proposal.

Friendly Reminders

To keep our community as pleasing as possible, please be sure to submit ANY detailed plans for updates, maintenance, additions, etc. to the board and they shall give a response within 30 days. 

 

The process about any exterior property modifications can be referenced in the community’s covenants and bylaws. If there are any further questions, please contact Chuck Pelto for clarification. Please remember to bring the building plans for ANY property modifications to the Board for approval.

Community Reports

Updating bylaws and covenants: There was a discussion about updating the by-laws and covenants. The board had discussed using a board meeting to address changes of the by-laws and covenants. A notice would be sent out to all homeowners within the community, notifying them of the date and time for the meeting.
